What is Tweet Adder?
TweetAdder is an interesting and unique software that allows you -in general- to manage Twitter accounts.
You can manage more than Twitter account within the software at the same time, have control over the follow/unfollow process, clean your account from dead followers, and empower your Twitter marketing plan by scheduling tweets, or automate the process by tweeting an RSS feed. You also can retweet another user tweets, and thank people when they follow you.

What TweetAdder 4.0 Offers
Probably the main change that has been made in TweetAdder 4.0 is using Twitter API and Oauth. Also, there has been an improve for Search Filters to work with all search types:

TweetAdder announced on their site that Version 3.0 and all prior versions of TweetAdder will no long be available or supported as of 4/26/2013.
